The Environmental Protection Agency has issued new CO2 emissions standards for power plants that burn coal and natural gas. Some energy experts and lawmakers fear it will affect power reliability and artificially increase electricity bills for homes.
The new rules, unveiled on Thursday morning, aim to avoid a total of 617 million tonnes of carbon dioxide emissions by 2042, equivalent to the emissions of half of all cars in the country, and also reduce the amount of particulate matter entering the atmosphere. The proposed limits would require “ambitious carbon pollution reductions based on proven and cost-effective control technologies” at coal and natural gas-fired power plants, which account for 60% of the country’s electricity generation, according to the Energy Information Administration.
“By proposing new standards for fossil fuel power plants, the EPA is fulfilling its mission to reduce harmful pollution that threatens people’s health and well-being,” EPA Administrator Michael Regan said in a press release. “EPA’s proposal builds on proven, readily available carbon mitigation technologies and leverages the already existing momentum in the energy sector to move towards a cleaner future. Alongside the historic investments being made across America in the production and use of clean energy, these proposals will help bring tremendous benefits to the American people, reduce pollution and other harmful pollutants, protect people’s health, and to drive American innovation.”

Jason Isaac, director of the Texas Public Policy Foundation, told The Daily Wire that the new regulations are “far-reaching” and will inevitably increase electricity bills for homes.
“Carbon capture technologies are so expensive that reliable power generation is suddenly being phased out and there is nothing that can replace them,” Isaac said. “This is a prime example of an unelected executive agency running amok with a single-minded agenda to eliminate fossil fuels and control the way we produce and consume energy, regardless of the cost or consequences, and nothing at all to do to mitigate climate change.”
The new emissions standards come months after the Supreme Court ruled in West Virginia v. EPA that federal agencies cannot assert “extremely consequential power beyond what Congress could reasonably have granted.” Steve Milloy, a senior legal scholar at the Energy and Environmental Legal Institute, told The Daily Wire that the regulations “would have no chance of standing up to scrutiny by the Supreme Court,” but cautioned that a ruling might not come for many years , which “much” possible damage” to the power grid.
The Biden administration has launched a “state-wide effort” to reduce carbon emissions in the public and private sectors. In addition to introducing additional EPA rules aimed at boosting EV adoption nationwide, Secretary of Energy Jennifer Granholm recently expressed support for a policy that would transition the military to go EV-only by 2030.
Democratic Senator Joe Manchin of West Virginia, a frequent skeptic of the Biden administration’s energy policies, announced Wednesday that he would reject any EPA nominee from the White House until the power plant rules are lifted.
“This administration is determined to advance its radical climate agenda and has made it clear that it is committed to doing everything in its power to prevent the closure of coal and gas plants, regardless of the cost to energy security and reliability .” said the legislature.
